This position is located in the Department of Health and Family Services (DHFS); Division of Health Care Financing (DHCF); Bureau of Eligibility Management  (BEM) in Madison.


There are over 800,000 individuals receiving Medicaid/ BadgerCare/SeniorCare in the state of Wisconsin, making it the largest health insurance program in the state.  In addition, approximately 330,000 individuals are receiving $300 million annually in FoodShare benefits.

Job Duties:   This position provides direct service to over 1000 eligibility workers statewide in all 72 counties and 7 tribes that administer Income Maintenance (IM) programs which include Medicaid, BadgerCare, SeniorCare and FoodShare.  This position acts as a central office contact for program questions from other organizations.  Specific duties include responsibility to investigate and resolve vendor and participant complaints regarding participant eligibility status; work with counties and providers to identify and correct program deficiencies; evaluate ongoing operations and recommend improvements; develop and update written policies for the IM agencies; and act as the technical consultant for the local IM agencies, responding to written, telephone or other inquiries.

Job Knowledge, Skills and Abilities:   Knowledge of Income Maintenance program policies, procedures and computer systems.  Ability to handle multiple ongoing complex tasks; exercise judgment and discretion in applying and interpreting administrative policies and procedures including those that require sensitivity to matters of confidentiality; and communicate effectively in writing and orally with a variety of audiences.
